Houston,located in Harris County, is the largest city in Texas and the fourth largest city in the United States. At 634 square miles, the city of Houston is bigger than many major cities, including New York, Boston, San Francisco, and Seattle. Between 2002-2005, the National Survey on Drug Use and Health reported that approximately 6.2% of the residents in the Houston metropolitan aged 12 and older admitted to using an illicit drug in the last month.

Unfortunately, these statistics seem to be on the rise. The after-effects of Hurricane Katrina are still being felt by Houston, especially in terms of the drug trafficking. Many of the drug dealers in New Orleans were forced to relocate, as their user base was washed away. As a result, the Houston - Sugar Land - Baytown metropolitan area has increased both communication and the trafficking from the major suppliers in the Mexican Cartel.
